Expected processing times
The services related to the certification of pilots (FCL) in the Netherlands were transferred from Kiwa Register (Kiwa) to the Civil Aviation Authority the Netherlands (CAA NL) on 1 June 2025.
According to the Algemene wet bestuursrecht, Awb (General Administrative Law Act, in Dutch), the Government of the Netherlands must make a decision within 8 weeks of receiving the application. CAA NL may extend this period. Read more about the current processing times.
Validity of temporary permission extended to 16 weeks
After the skill test or assessment of competence for amending a pilot licence, pilots are usually authorised to exercise the new rating for up to 8 weeks with a Declaration for temporary permission to act as pilot with a rating or certificate. This declaration is issued by the examiner. Normally, the new licence is issued within this period.
Because CAA NL is currently unable to process all FCL applications within the legal timeframe of 8 weeks, the temporary permission has been extended to 16 weeks.
CAA NL has notified the European Union Aviation Safety Agency (EASA) of the exemption. This measure will be in place until 31 December 2026.
